Event ID 4999 and mailbox transport delivery service won’t start with Exchange Server 2019

After an upgrade to Microsoft Exchange Server 2019 CU11, the Exchange mailbox transport delivery service is unable to start showing error 1068 “dependency service or group failed to start”.

Additionally, Microsoft Exchange Server Extension for Windows Server Backup starts and stops and returns the following event id 4999. Even installing Cumulative Update 10 for Exchange Server 2016 or a later cumulative update for Exchange Server 2016 did not help.

While event id 4999 is a common error that cannot be analyzed at the moment, there are a few solutions you can try:

Solution

  1. Please ask if you have downloaded the corresponding security update and installed the security update for Exchange 2019 CU12.
  2. Please check the setup log to see if there is an issue with the installation.
  3. The Exchange mailbox transport delivery didn’t start due to the failure of the dependency service or group to start. It might be due to the Windows service not starting. You can try to manually open the desired service.

  5. If the Microsoft Exchange Server Extension for Windows Server Backup starts and returns event ID 4999, manually start the service and check. The Microsoft Exchange Server Extension for Windows Server Backup service might be somehow set to automatic.
  6. The CU had disabled the Microsoft Filtering Management Service. Once the service is set to automatic, start the transport service ran again.
