SOLVED – Conditional access policies fail in creation

Problem – Running into an issue where a conditional policy fails to be created in a GCC High Tenant that I manage. Some backgroun : I have plenty of other Conditional access policies that I have created and managed. during this process of failing to create a new policy, I have create a test policy with different settings that did not have any issues created. for some reason, this particular policy continues to have issues. What is causing the conditional access policy to fail?

The error I get reads:

Failed to create ‘[name of CA Policy]’. Something went wrong, please try again later.

I have attempted to make this policy over a couple of days so I know it’s not time-related.

The settings of the policy are as follows:

All users included and specified users (a global admin) excluded.

All cloud apps included and 6 apps excluded (Office 365 Exchange Online, Office 365 SharePoint Online, Skype for Business Online, Microsoft Planner, Microsoft Stream, Microsoft Teams)

Conditions: Device platforms – Android, iOS, Windows Phone

Grant: Block Access

The same policy may be isolated to your tenant. Try raising an Azure technical support ticket with the following categories:
